Your household or building waste is legally yours until it reaches someone entitled to take it, and if it ends up fly-tipped, the fine can land on you. The defence is simple and takes two minutes: check the firm on the Environment Agency’s public register before the skip lands. This guide shows how.

The register, and what to search

The Environment Agency publishes its register of waste carriers, brokers and dealers, searchable by business name or registration number at environment.data.gov.uk. Search the name on the website or the side of the lorry. If nothing comes up, ask the firm for its registration number and the exact registered name, trading names drift from legal names in this trade like every other. No number offered is your answer.

Reading the entry: role and tier

An entry shows what the firm is registered as: carrier, the one whose lorries move the waste; broker, who arranges movement by others; dealer; or a combination. It also shows the tier. Upper tier covers businesses carrying other people’s waste, which is what every skip operation is doing; lower tier covers firms moving only their own. A skip company offering lower-tier paperwork for your waste has answered the wrong question.

The broker question

Much of the skip trade is brokered: the website that takes your booking adds a margin and passes the job to a local carrier. That is legal. For your duty of care, the registration that matters is the firm that physically collects. Ask the question in one sentence: who is actually collecting, and what is their registration number? A straight answer to that is the mark of a firm worth booking, broker or not.

Keep the evidence

Keep the registration number you checked, the date, and the waste transfer note or receipt. If your waste is ever traced somewhere it should not be, that trail is the difference between their problem and yours.

If you run a registered firm

Your registration number in plain text on every page, next to a sentence saying whether your own lorries collect or you arrange collection through named registered carriers. The check only ever helps firms that pass it, and in a trade with this much brokering, being transparently checkable is a real competitive position.
