Almost every asbestos job starts with a survey, and almost every survey confusion starts with the two types having similar names. This guide separates them in plain English.
The management survey
A management survey answers the question: what asbestos is in this building now, in what condition, and can it be safely managed in place? It is the standard survey for buildings in normal use, duty-holders of non-domestic premises, landlords with communal areas, and buyers wanting to know what they are purchasing. It is minimally intrusive, and its product is a register of materials with condition notes and recommendations, manage, monitor, or remove.
The refurbishment and demolition survey
An R and D survey answers a different question: what will the builders disturb? Before refurbishment or demolition of anything that may contain asbestos, this survey is the legal expectation, and it is intrusive by design, into voids, under floors, behind linings, in the areas the work will touch. Quoting building work from a management survey is the classic error: the management survey never looked where the builders are about to break through.
Which one you need
Living or working in the building, managing it, buying it: management survey. Renovating, extending, re-wiring, demolishing: refurbishment and demolition survey for the work area. Larger projects often need both, a management survey for the building and an R and D survey where the work happens.
What to look for in the surveyor
Surveying and removal are different jobs, and a survey from the firm that profits from the removal deserves one extra question about independence. Look for UKAS accreditation for the testing and inspection behind the survey, ask how samples are analysed and by whom, and expect a written report with a materials register, locations, photographs and condition grades, not a one-line quote for removal.
The questions that protect you
Which survey type is this, and why that one for my situation? Where will you take samples and how many? Who analyses them? Will the report cover the exact areas my builders will open? Is the surveyor independent of the removal quote? Five questions, and the drive-by survey fails all of them.
