6 builders are listed in the Whito directory, as at 23 September 2026. All six are in Leeds, none has claimed its listing yet, and none is a main contractor. That is deliberate, and this page explains why.
“Builder” covers a sole trader fitting a kitchen and a national firm building a hospital. One word covers both. Customers and procurement teams should not treat them as one.
The short version
A local builder does the building work. Usually that means extensions, lofts, renovations and repairs for homeowners, with a small team and some trusted subcontractors.
A main contractor runs a whole project. It takes the contract with the client, manages the site, hires specialist subcontractors, and carries the legal and commercial responsibility for delivery. Often, much of the physical work is done by other firms.
Both can be excellent. They are different businesses, and they are found and checked in different ways.
Where the confusion comes from
The same words. Both can call themselves builders, contractors or construction companies.
The same search. A search for “construction company” does not say which kind is wanted, and nor does the same question put to an AI assistant. Our own research found that AI engines rarely agree on local recommendations anyway.
The legal term “principal contractor”. Under the Construction (Design and Management) Regulations 2015, a project with more than one contractor needs a principal contractor, who plans and co-ordinates the construction phase. On a house extension, the local builder can be the principal contractor. So the legal role does not tell you the size of the firm.
How they differ in practice
| Local builder | Main contractor | |
|---|---|---|
| Typical client | Homeowner, landlord | Public body, developer, company |
| Typical job | Extension, loft, renovation | Schools, roads, commercial buildings |
| Who does the work | Own team plus a few trades | Often mostly subcontractors |
| How the work is won | Recommendation, Google, trade bodies | Tenders, frameworks, bids |
| What the buyer checks | Photos, reviews, FMB or TrustMark, insurance | Accounts, safety record, prequalification |
| Where they sit on Whito | Builders directory | Infrastructure companies |
Why Whito keeps them apart
A homeowner reading a profile needs to know whether a firm is real, local and insured, and whether it has done this kind of job before. A procurement team needs the legal entity, the company number and a record of completed contracts.
Put both on one page and neither reader gets what they need. So local builders stay in the builders directory, and main contractors, specialist contractors and the rest of the infrastructure supply chain go in their own directory, with stricter listing rules.
Where the two meet
A local builder is more likely to reach public infrastructure work as a subcontractor than by bidding for it directly. National Highways, for example, requires its direct suppliers to pass at least 25% of their work to SMEs. Opportunities are published on Contracts Finder and Find a Tender, and National Highways also runs its own eSourcing portal.
Nobody needs to pay a middleman for access. Whito does not sell introductions to any public body.
What this means for your marketing
If you are a local builder, your customer is a homeowner checking you at ten at night. The foundations matter far more than scale. Put your company number in text on your site, complete your Google Business Profile, show finished jobs with photos, and name the trade bodies you belong to. Our builders hub sets out the order.
Do not dress a two-person firm up as a construction group. It confuses the machines as much as the customers.
Method and limits
Method. Directory counts were read from whito.co.uk/builders/directory/ on 23 September 2026. The principal contractor definition is from the Construction (Design and Management) Regulations 2015. The SME figure is from the National Highways supplier guide, last updated 11 March 2026.
Limits. This is an explainer, not a study. The table describes typical cases, and plenty of firms sit between the two columns. It is not legal advice on CDM duties. Check the Health and Safety Executive’s guidance for your own project.
